Two key principles guiding the development of the China-Singapore Tianjin Eco-City are the Three Harmonies and the Three Abilities.

The Three Harmonies refer to harmony between people and the environment, harmony between people and the economy and harmony among people. The Eco-City’s development and operation must not be destructive to the environment. At the same time, the Eco-City must be economically vibrant and sustainable, and should foster harmony among its residents.

The Three Abilities refer to practicable, replicable and scalable. Whatever is done in the Eco-City should be practicable and replicable in other cities in China on different scales.

In the early stages of its development in 2008, the Eco-City established the world's first set of eco-city KPIs, to provide a scientific basis that would guide its planning, development and management. After a decade of development, the Eco-City has mostly met the targets in the first version of its KPIs; its development efforts guided by KPIs have also been affirmed by the Singapore and Chinese governments. A revised Eco-City KPI framework (2.0) was subsequently formulated by the Singapore and Chinese governments, to enable the Eco-City to adapt to evolving circumstances and needs, and benchmark itself against leading international standards for the development of eco-cities. The revised set of KPIs has 30 quantitative and 6 qualitative KPIs, which cover environmental, social and economic development, to maintain the Eco-City's position as a front-runner in eco-city development.
